Kicking foster kids when they're down....?

No child should ever have to wear used underwear. I don't see anything wrong with shopping at Goodwill - however you should be given an option. When we were fostering we were given the choice of Kohl's or Target to choose. We always chose Target just because the clothing allowance could spread even further. If I bought anything from Goodwill or garage sales for the kids in my home, it was out of my own pocket and then they left with them. I think providing it as the ONLY option isn't appropriate.
