Is TheHotPennyStock dot com a reliable investor source?

I mean I had one failure with "one" of the stocks on here, and after that I just stopped. The stock was prmo which turns out to look like a fraudulent stock. This website produces information of the top 3 penny stocks the number one picks the number two picker the number three picks and the number four picks. It also has the most active penny stock list with their positive percentages and negative percentages of the day. I am wondering if this website is something that tricks you into buying a stock? I know the motive, buy low sell high, and I am just starting out. But I do not want to fall for a scam so please someone let me know if this website is legit?
