Question about 1st&3rd Price discrimination?

If the producers can separate consumers into two groups because they are located in different areas, does the monopoly use 1st price discrimination and charge an access fee plus marginal cost, or 3rd degree price discrimination whereby optimal price is solved by finding two different monopoly profit maximization?
